Start with the date and the guest count, because almost every other decision depends on them. Many couples in Uganda hold a traditional introduction ceremony before the wedding, and that can change who needs to be invited to which event.
Think about the season. The dry months, roughly December to February and June to August, are more predictable for outdoor ceremonies. In the wetter months, make sure your venue has a covered space, and plan for guests arriving with wet shoes and umbrellas.
Visit any venue in person before you book. Ask how many guests it can hold for a ceremony and for a sit-down meal, whether there is power backup, where the caterer works, and what happens if it rains.
Consider where your guests will sleep. Many will travel from Kampala or further, and the drive to Mbarara takes several hours, so having rooms nearby makes the day easier for everyone. Ask about room availability early.
When you are ready to talk to a venue, send a short message with your preferred date, an estimate of guests and any special requirements. A clear first enquiry gets you a useful reply faster.
